Executive Order 13360

Summary America honors the extraordinary service rendered to the United States by veterans with disabilities incurred or aggravated in the line of duty during active service with the armed forces. Heads of federal agencies shall provide opportunity for service-disabled, veteran-owned businesses to increase the Federal contracting and sub-contracting of such businesses. To achieve that goal, The Small Business Act provides that the President establish a goal of not less than three percent for participation by service-disabled, veteran- owned businesses in Federal contracting, which gives contracting officers the authority to reserve certain agency contracts exclusively for service-disabled, veteran-owned businesses.
